In a large bowl, whisk together the all-purpose flour, baking powder, and salt.
In a separate medium bowl, whisk together the milk, egg, and granulated sugar until well combined.
Pour the wet ingredients into the dry ingredients and mix until just combined. Do not overmix; a few lumps are fine.
Heat the vegetable oil in a deep skillet or pot over medium-high heat until it reaches 350°F (175°C).
Carefully drop spoonfuls of the batter into the hot oil, frying 3-4 fritters at a time to avoid overcrowding. Fry for 2-3 minutes per side, or until golden brown and cooked through.
Remove the fritters with a slotted spoon and place them on a plate lined with paper towels to drain excess oil.
Serve the Petulla me Mjaltë warm, drizzled generously with honey.
