In a large bowl, whisk together the all-purpose flour, granulated sugar, baking powder, and salt.
In a separate bowl, whisk together the warm milk and the large egg.
Gradually add the wet ingredients to the dry ingredients, mixing until a smooth, thick batter forms. Do not overmix.
Heat the vegetable oil in a large, deep skillet or pot over medium-high heat until it reaches 350°F (175°C).
Carefully drop spoonfuls of batter into the hot oil, making sure not to overcrowd the pan. Fry for 2-3 minutes per side, or until golden brown and cooked through.
Using a slotted spoon, remove the petulla from the oil and place them on a plate lined with paper towels to drain excess oil.
Dust generously with powdered sugar before serving warm.
