In a separate small bowl, whisk together the milk, orange blossom water, and egg until well combined.
Pour the wet ingredients into the dry ingredients and mix until just combined. Do not overmix; a few lumps are fine.
Heat the vegetable oil in a deep, heavy-bottomed pot or Dutch oven over medium-high heat until it reaches 350°F (175°C).
Carefully drop spoonfuls of batter into the hot oil, frying 3-4 fritters at a time to avoid overcrowding. Fry for 2-3 minutes per side, or until golden brown and cooked through.
Remove the fritters with a slotted spoon and place them on a plate lined with paper towels to drain excess oil.
While the fritters are still warm, drizzle generously with honey and serve immediately.
