In a medium bowl, combine the sliced beef with 1 tablespoon soy sauce, 1 teaspoon sesame oil, and 1/2 teaspoon black pepper. Marinate for at least 10 minutes.
In a small bowl, whisk together the beef broth, 2 tablespoons soy sauce, brown sugar, and cornstarch until smooth. Set aside.
Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat until shimmering.
Add the marinated beef to the skillet and stir-fry for 2-3 minutes until browned and cooked through. Remove the beef from the skillet and set aside.
Add the remaining 1 tablespoon of vegetable oil to the skillet. Add the shredded cabbage and minced garlic, stir-fry for 3-4 minutes until the cabbage is tender-crisp.
Return the cooked beef to the skillet with the cabbage. Pour the prepared sauce over the beef and cabbage.
Stir continuously for 1-2 minutes until the sauce thickens and coats the beef and cabbage evenly. Serve immediately with steamed rice, if desired.
