In a medium bowl, combine the chicken pieces with 1 tablespoon of soy sauce, rice vinegar, sesame oil, minced garlic, grated ginger, and cornstarch. Toss to coat evenly and let marinate for 10 minutes.
Heat the vegetable oil in a large skillet or wok over medium-high heat.
Add the marinated chicken to the hot skillet and stir-fry for 5-7 minutes, until browned and cooked through.
Add the broccoli florets and sliced red bell pepper to the skillet. Stir-fry for another 5-6 minutes, until the vegetables are tender-crisp.
Pour the remaining 1 tablespoon of soy sauce over the chicken and vegetables. Toss to combine.
Serve immediately with steamed rice, if desired.
