In a separate bowl, whisk together the peanut butter, rice flour, dissolved annatto powder, salt, and black pepper until smooth. Gradually add 1 cup of the hot broth from the oxtail pot to this mixture, whisking constantly to prevent lumps.

Pour the peanut butter mixture into the pot with the oxtail. Stir well to combine and continue to simmer over low heat for 15-20 minutes, stirring occasionally, until the sauce has thickened to your desired consistency.
