For the Tingmo: In a large bowl, combine 2 cups all-purpose flour, 1 teaspoon active dry yeast, and 1/2 teaspoon salt. Gradually add about 3/4 cup warm water, mixing until a soft dough forms. Knead on a lightly floured surface for 5-7 minutes until smooth and elastic. Cover and let rise in a warm place for 1 hour, or until doubled in size.
While the Tingmo dough rises, prepare the Shabaley filling: In a bowl, combine 1 pound ground beef, 1/2 cup finely chopped onion, 2 minced garlic cloves, 1 tablespoon grated fresh ginger, 1 teaspoon cumin powder, 1/2 teaspoon black pepper, and 1 teaspoon salt. Mix thoroughly until well combined.
Once the Tingmo dough has risen, punch it down gently. Divide the dough into 8 equal pieces. Roll each piece into an oval shape, about 4 inches long. Lightly brush the surface of each oval with 1 tablespoon vegetable oil, then fold it in half lengthwise. Place the Tingmo in a steamer basket lined with parchment paper, ensuring they do not touch.
Steam the Tingmo over boiling water for 15-20 minutes, or until they are fluffy and cooked through. Remove from steamer and keep warm.
To assemble the Shabaley: Take a small portion of the meat mixture and flatten it into a thin patty, about 3 inches in diameter. Repeat with the remaining meat mixture. You should have about 8-10 patties.
Heat about 1/2 inch of vegetable oil in a large skillet over medium-high heat. Carefully place the Shabaley patties into the hot oil, ensuring not to overcrowd the pan. Fry for 3-4 minutes per side, or until golden brown and cooked through (internal temperature of 160°F/71°C).
Remove the fried Shabaley patties from the skillet and place them on a plate lined with paper towels to drain excess oil. Serve immediately with the warm Tingmo.
