Heat a large non-stick skillet over medium heat. Cook the thawed scallion pancakes for 3-4 minutes per side, or until golden brown and crispy. Remove from skillet and set aside.

In a medium bowl, whisk together the eggs, milk, salt, and pepper until well combined.

Add 1 tablespoon of vegetable oil to the same skillet over medium-low heat. Pour in the egg mixture and cook, stirring occasionally, for 3-5 minutes until the eggs are set and fluffy.

While the eggs are still in the skillet, gently fold them in half to create two rectangular portions. Place 2 slices of ham on top of each egg portion, then top with 1 slice of cheddar cheese.
