Heat vegetable oil in a deep skillet or pot over medium-high heat to 350°F (175°C). Pipe or spoon small pieces of dough into the hot oil. Fry for 2-3 minutes, turning occasionally, until golden brown and crispy.
While churros are frying, combine 1/2 cup granulated sugar and ground cinnamon in a shallow dish.
Remove fried churro bites with a slotted spoon and immediately toss them in the cinnamon sugar mixture until evenly coated.
For the chocolate sauce, combine chocolate chips and heavy cream in a microwave-safe bowl. Microwave in 30-second intervals, stirring after each, until smooth and melted.
Serve the warm churro bites with the chocolate dipping sauce.
