Pat the beef strips dry with paper towels. Season with salt and pepper.
Heat 1 tablespoon of vegetable oil in a large skillet or wok over high heat until shimmering. Add half of the beef and sear for 2-3 minutes until browned on all sides. Remove from the skillet and set aside. Repeat with the remaining beef and another tablespoon of oil.
Add the red onion to the same skillet and stir-fry for 2 minutes until slightly softened. Add the minced garlic and stir-fry for 30 seconds until fragrant.
Return the seared beef to the skillet. Add the Roma tomatoes, soy sauce, red wine vinegar, and cumin. Stir-fry for 2-3 minutes, tossing constantly, until the tomatoes are slightly softened but still hold their shape.
Stir in the fresh cilantro. Taste and adjust seasoning if needed.
Serve immediately over cooked French fries, with a side of white rice if desired.
