Heat a large non-stick skillet over medium-high heat and brown the ground beef until no longer pink.
Drain any excess grease from the skillet, then stir in the taco seasoning and 0.25 cup of water.
Add the rinsed black beans and the salsa to the beef mixture, stirring well to combine.
Reduce heat to low and fold the cut tortilla strips into the beef mixture until evenly distributed.
Cover the skillet with a lid and cook for 3 to 5 minutes until the tortilla strips are soft and the liquid is absorbed.
Sprinkle the shredded cheese over the top, cover again, and let sit for 1 minute until the cheese is melted.
Serve immediately, topped with a dollop of sour cream.
