Preheat your oven to 350°F (175°C). Grease and flour a 9x13 inch baking pan.
In a large bowl, whisk together the semolina, flour, baking powder, and salt. In a separate bowl, whisk together the sugar, Greek yogurt, vegetable oil, eggs, and orange zest until well combined.
Pour the wet ingredients into the dry ingredients and mix until just combined. Do not overmix.
Pour the batter into the prepared baking pan and spread evenly. Bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.
While the cake bakes, prepare the syrup: In a small saucepan, combine the water, honey, and orange juice. Bring to a simmer over medium heat, stirring until the honey dissolves. Remove from heat and stir in the orange blossom water.
Once the cake is out of the oven, immediately pour the warm syrup evenly over the hot cake. The cake will absorb the syrup.
Let the cake cool completely in the pan before slicing and serving. This allows the syrup to fully penetrate and moisten the cake.
