In a separate blender, combine the toasted black sesame seeds with 1 cup of water. Blend until the sesame seeds are finely ground into a smooth paste.
Pour the rice paste into a medium saucepan. Add the remaining 1 cup of water, honey, and salt. Bring to a boil over medium-high heat, stirring constantly to prevent sticking.
Reduce the heat to low and simmer for 15 minutes, stirring frequently, until the rice mixture thickens.
Stir in the black sesame paste. Continue to simmer for another 10-15 minutes over low heat, stirring constantly, until the pudding reaches your desired consistency. It should be thick and creamy.
Remove from heat and serve warm or chilled. Garnish with a sprinkle of sugar or a few whole toasted sesame seeds, if desired.
