Preheat your oven to 350°F (175°C). Lightly grease an 8x8 inch baking dish.
In a medium bowl, combine the semolina, melted butter, and granulated sugar. Mix until the semolina is evenly coated and resembles wet sand.
Gradually add the milk to the semolina mixture, stirring until a soft dough forms. Do not overmix.
In a separate small bowl, combine the chopped dates, chopped walnuts, ground cinnamon, and ground nutmeg. Mix well to create the filling.
Press half of the semolina dough evenly into the bottom of the prepared baking dish. Spread the date and nut filling over this layer.
Crumble the remaining semolina dough over the date and nut filling, gently pressing it down to form the top layer.
Bake for 30 minutes, or until the top is golden brown and the edges are set. Let cool completely before cutting into bars.
