In a large bowl, whisk together the fine semolina, all-purpose flour, granulated sugar, baking powder, and salt until well combined.

Pour the melted butter, orange blossom water, and orange zest into the dry ingredients. Mix with a spoon or your hands until a soft, cohesive dough forms.

Take small portions of the dough, about 1 tablespoon each, and roll them into balls. Gently flatten each ball slightly with your palm.
