In a blender, combine the sweetened condensed milk, table cream, and passion fruit pulp. Blend on high speed for 2-3 minutes, until the mixture is smooth and well combined.
Pour the mousse mixture into individual serving glasses or a large serving bowl.
In a small saucepan, combine the 1/4 cup water and 1 tablespoon granulated sugar. Heat over medium heat, stirring constantly, until the sugar is fully dissolved and the mixture forms a light syrup. This will be used for the optional garnish.
If using, carefully spoon the passion fruit syrup over the mousse. If using a fresh passion fruit, scoop out a small amount of pulp and seeds and place on top of each serving.
Refrigerate the mousse for at least 4 hours, or until it is firm and chilled. For best results, chill overnight.
